Pursuing Pell Grant Preservation Due to Reserve Crisis
On Friday, April 11, 2025, ACTION Ohio Communications Chair Lisa Dickson participated in a virtual meeting with
- Dr. John Stanford, State Director of Children's Defense Fund-Ohio
- Rick Carfagna, Senior Vice President of the Ohio Chamber of Commerce
- Justin Barnes, Vice President of Government Affairs of the Ohio Chamber of Commerce
The Federal Pell Grant program is the largest program providing need-based grant aid to postsecondary students. Pell Grants have long been considered the foundation of federal aid for financially needy undergraduate students. Pell Grant funding doesn’t just increase enrollment and help students afford college, it also increases completion rates.
The Pell Grant program is expected to run out of reserves by the end of this year (2025) and is expected to face a $71 billion to $111 billion ten-year shortfall, based on data from the Congressional Budget Office (CBO).
The Pell Grant is only allowed to be in shortfall for one year before the awarded amount is automatically cut in order to reduce the cumulative shortfall to zero. Congress will need to act sometime before Sept. 30, the start of fiscal year 2026. Here is a link to Congressional proposals regarding this provision.
As follow up to this meeting, we are reaching out to:
- Ohio Association of Community Colleges: President and CEO Avi Zaffini and Senior Director of Government Relations Katelyn Bowling
- Inter-University Council of Ohio: President Laura Lanese and Vice President of Operations Mike Suver
- Association of Independent Colleges and Universities in Ohio: Executive Vice President of Operations and Government Relations Emily Tully and Director of Legislative Affairs Lauren Reid
- United States Senator Jon Husted
- United States Congressman Michael Rulli
- United States Congresswoman Joyce Beatty
- Attorney and former United States Senator Rob Portman
